  "text": "(1) Section 43 of that Act (freedom of speech in educational establishments) shall be amended as follows.\n(2) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(3) In subsection (5), for paragraph (b) there shall be substituted the following paragraph—\n“(b) any establishment of higher or further education which is maintained by a local authority;”.\n(4) In subsection (5)(c)—\n(a) for the words “further education” there shall be substituted the words “further or higher education”; and\n(b) for the word “establishment”, in the second place where it occurs, there shall be substituted the word “institution”.",
