  "text": "In preparing or revising a school development plan the governing body must consult—\n(a) the head teacher of the school (if that person is not a member of the governing body);\n(b) registered pupils at the school;\n(c) parents of registered pupils;\n(d) school staff; and\n(e) such other persons as the governing body considers appropriate.",
