  "text": "(1) For each financial year in which a local education authority provide a school inspection service, the authority shall keep accounts in respect of the service provided by them in that year.\n(2) In this regulation—\n“financial year” means a period of twelve months beginning with 1st April; and\n“school inspection service” has the meaning set out in section 24(2) of the 1996 Act.",
