Amend regulation 4 (targets for pupils aged 15) as follows.

Omit paragraph (3)(b).

For paragraph (4) substitute:

  • “In paragraph (3)(a), the reference to pupils achieving particular grades in GCSE examinations shall be construed for the purposes of that provision so as to include a reference to pupils achieving corresponding awards in an equivalent number of vocational qualifications.”.
