  "text": "(1) Amend regulation 5 (prohibition of revision of performance targets) as follows.\n(2) Re-number the existing text as paragraph (1) and insert at the beginning of the sentence:\n“Subject to paragraph (2),”.\n(3) After that paragraph insert the following new paragraph—\n“(2) The governing body of a school to which regulation 3 applies may amend the targets it has set pursuant to regulation 3 for the school year 2003-04 when it sets targets pursuant to regulation 3 for the school year 2004-05.”.",
