  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Education (School Performance Targets) (England) Regulations 1998 (“the principal Regulations”) so as to require targets to be set for pupils in the final year of the third key stage.\nAdditional targets will also have to be set for groups of pupils in the final year of the second key stage, the final year of the third key stage or aged 15 for whom a target set under regulation 3, 3A or 4 of the principal Regulations has been zero. Such pupils will be pupils with special educational needs.",
