  "text": "In Schedule 2 there shall be added at the end—\n“4. Where no performance target has been set in relation to—\n(a) either or both of the two school years immediately preceding the relevant school year under paragraph 1(b)(i) or paragraph 2(b)(i); or\n(b) the relevant school year under paragraph 1(b)(ii),\nthe school’s annual report shall state that fact.”.",
