  "text": "(1) It shall be an offence wilfully to obstruct—\n(a) a registered inspector, or\n(b) a member of an inspection team,\nin the exercise of his functions in relation to the inspection of a school.\n(2) Any person guilty of an offence under sub-paragraph (1) shall be liable on summary conviction to a fine not exceeding level four on the standard scale.",
