  "text": "The Chief Inspector for England—\n(a) shall make an annual report to the Secretary of State, who shall lay a copy of it before each House of Parliament;\n(b) may make such other reports to the Secretary of State, with respect to matters which fall within the scope of his functions, as he considers appropriate; and\n(c) may arrange for any report made by him under this section to be published in such manner as he considers appropriate.",
