  "text": "In Schedule 2 to the principal Act (constitution of independent schools tribunals)—\n(a) paragraphs 1 and 3 shall cease to have effect;\n(b) in paragraph 2 for the words “the educational panel” there shall be substituted the words “an Independent Schools Tribunal by the Secretary of State under paragraph 4 below”; and\n(c) in paragraph 4 the words “from the educational panel” and the words from “of whom” to the end of the paragraph shall cease to have effect.",
