  "text": "This Statutory Instrument has been made in consequence of defects in S.I. 1994/1047 and is being issued free of charge to all recipients of that Statutory Instrument.\nEDUCATION, ENGLAND AND WALES\nMade 5th May 1994\nLaid before Parliament 9th May 1994\nComing into force 1st September 1994\nIn exercise of the powers conferred on the Secretary of State by section 168(2) of and paragraph 3 of Schedule 9 to the Education Act 1993the Secretary of State for Education hereby makes the following Regulations:—",
