  "long_title": "This Order appoints 1st January 2002 as the day on which the Special Educational Needs Code of Practice issued pursuant to section 313 of The Education Act 1996 on 3rd December 2001 by the Secretary of State for Education and Skills in relation to England shall come into effect. This Code of Practice gives practical guidance in respect of the discharge by local education authorities and governing bodies of certain schools in England of their functions under Part IV of the Education Act 1996 (which relates to children with special educational needs). The Code replaces, in England, the Code of Practice on the Identification and Assessment of Special Educational Needs issued in 1994.",
