In exercise of the powers conferred on the Secretary of State by sections 166(4), 168(2), 172(6), 301(6) of, and paragraphs 2 and 3 of Schedule 9 and paragraphs 5, 7, and 8 of Schedule 10 to the Education Act 1993^f1, and by section 19 and paragraphs 1 and 3 of Schedule 1 to the Education Act 1981^f2the Secretary of State for Education, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:
