  "text": "EDUCATION, ENGLAND\nMade 24th August 2000\nLaid before Parliament 1st September 2000\nComing into force 22nd September 2000\nIn exercise of the powers conferred on the Secretary of State by sections 484, 489 and 569(4) of the Education Act 1996 the Secretary of State for Education and Employment hereby makes the following Regulations:",
