  "text": "EDUCATION, ENGLAND AND WALES\nEDUCATION, SCOTLAND\nMade 11th August 1998\nLaid before Parliament 12th August 1998\nComing into force 1st September 1998\nIn exercise of the powers conferred by paragraph 2(1) and (1A) of Schedule 2 to the Education (Student Loans) Act 1990, the Secretary of State for Education and Employment hereby makes the following Regulations:",
