  "long_title": "These Regulations, which come into force on 1st August 1998, amend the Education (Student Loans) Regulations 1998 (“the principal Regulations”). The principal Regulations govern student loans made under the Education (Student Loans) Act 1990, which are mortgage style repayment loans. It is the intention that after 1st September 1998 such loans will be made primarily to students who started their courses before that date, and certain other students. New style loans repayable through the tax system will be made to students starting courses after that date.",
