  "text": "EDUCATION, ENGLAND AND WALES\nEDUCATION, SCOTLAND\nMade 11th July 1990\nComing into force 1st August 1990\nIn exercise of the powers conferred by section 1(2) and (7) of and paragraphs 1, 2 and 3 of Schedule 2 to the Education (Student Loans) Act 1990, the Secretary of State for Education and Science, as respects England and Wales, and the Secretary of State for Scotland, as respects Scotland, hereby make the following Regulations, a draft of which has been laid before Parliament pursuant to section 1(8) of the Act and has been approved by resolution of each House of Parliament:",
