  "text": "EDUCATION, ENGLAND AND WALES\nEDUCATION, SCOTLAND\nMade 11th July 1996\nLaid before Parliament 11th July 1996\nComing into force 1st August 1996\nIn exercise of the powers conferred by section 1(2) and (7) of and paragraphs 1, 2 and 3 of Schedule 2 to the Education (Student Loans) Act 1990, the Secretary of State for Education and Employment, as respects England and Wales, and the Secretary of State for Scotland, as respects Scotland, hereby make the following Regulations:",
