In exercise of the powers conferred on the Secretary of State by sections 22 and 42(6) of the Teaching and Higher Education Act 1998f1 and sections 186 and 210 of the Education Act 2002f2, the Secretary of State for Education and Skills hereby makes the following Regulations:
