  "text": "In regulation 136 (interpretation of Part 11)—\n(a) in paragraph (1)—\n(i) in the words before sub-paragraph (a), omit “(except for purposes of regulation 139(1)(e))”;\n(ii) in sub-paragraph (a), for “151” substitute “139A”;\n(b) after paragraph (1), insert—\n“(1A) Paragraph (1) does not apply—\n(a) for the purposes of regulation 139(1)(e); or\n(b) in relation to the application of this Part to loans for living costs in connection with designated part-time courses.”;\n(c) omit paragraph (3).",
