  "text": "In this Part—\n“academic year” has the meaning given in regulation 2 of the 2011 Regulations;\n“appeal reference period” means, for each course, the academic year beginning 24 months before the first day of that implementation year;\n“below-threshold franchised provider” has the meaning given in regulation 7B of the 2011 Regulations (as inserted by regulation 6 of these Regulations);\n“franchised provider” has the meaning given in regulation 7B of the 2011 Regulations (as inserted by regulation 6 of these Regulations);\n“implementation year” has the meaning given in regulation 7A of the 2011 Regulations (as inserted by regulation 6 of these Regulations);\n“notice of status” has the meaning given in regulation 7E(1) of the 2011 Regulations (as inserted by regulation 6 of these Regulations);\n“OfS” has the meaning given in regulation 2 of the 2011 Regulations;\n“qualifying franchised provider” has the meaning given in regulation 7B(13) of the 2011 Regulations (as inserted by regulation 6 of these Regulations);\n“register” has the meaning given in regulation 2 of the 2011 Regulations;\n“student population” has the meaning given in regulation 7B of the 2011 Regulations (as inserted by regulation 6 of these Regulations).",
