  "text": "EDUCATION, ENGLAND AND WALES\nMade 11th August 1998\nComing into force 12th August 1998\nThe Secretary of State for Education and Employment, in exercise of the powers conferred on the Secretary of State by sections 22, 42(6) and 43(1) of the Teaching and Higher Education Act 1998 hereby makes the following Regulations, a draft of which has been laid before, and approved by, a resolution of both Houses of Parliament:—",
