  "text": "(1) An eligible student shall qualify in connection with his attendance on a designated course for the parents' learning allowance if he has one or more dependent children.\n(2) The amount of parents' learning allowance payable in respect of an academic year shall be calculated in accordance with regulation 20, the basic amount being £1,365.",
