  "text": "EDUCATION, ENGLAND AND WALES\nMade 5th November 1997\nLaid before Parliament 10th November 1997\nComing into force 1st December 1997\nIn exercise of the powers conferred on the Secretary of State by sections 218(1)(a), (2), (2A), (2B) and (3) and 232(5) and (6) of the Education Reform Act 1988 and paragraph 3 of Schedule 1 to the Education Act 1996 the Secretary of State for Education and Employment hereby makes the following Regulations:",
