Explanatory note
(This note is not part of the Regulations)
These Regulations amend the Education (Teachers) Regulations 1993.
They also revoke the Education (Teachers) (Amendment) Regulations 1993 and replace them with re-drafted provisions (regulations 1(2) and 4, (d) and (e)).
They extend the Secretary of State’s power to bar persons from specified categories of employment to cover employment by the proprietor of an independent school, or at such school as a teacher or worker with children or young persons (regulation 3).
They also introduce a scheme for the registration of recommended teachers in city technology colleges and city colleges for the technology of the arts, and extend the Secretary of State’s power to grant qualified teacher status to persons who have been employed as registered teachers in such colleges (regulations 2 and 4 (a), (b), (c) and (j)). They also amend paragraphs 2(6)(b) and (c) and 2(7)(b) and (c) of Schedule 3 by inserting a reference to city technology colleges and city colleges for the technology of the arts to emphasise that such colleges are independent schools (regulations 4(f), (g), (h) and (i)).
