In regulation 12 of the principal Regulations—

(a)

in paragraph (2) there shall be substituted for the words “have been fulfilled” the words “have either been fulfilled or been withdrawn in pursuance of paragraph (4).”;

(b)

after paragraph (3) there shall be added the following paragraph—

“(4)

The Secretary of State may determine to withdraw or, after consulting the authority, vary conditions determined in pursuance of this regulation.”.
