  "text": "(1) The audit committee is to consist of—\n(a) at least two members of the Council, and\n(b) at least one lay member.\n(2) The Council's chairing member may not be a member of the audit committee.\n(3) The Council may pay such remuneration, allowances and expenses to a lay member as it may determine.\n(4) The Council must consult the Welsh Ministers before determining the remuneration or allowances payable to a lay member.\n(5) In this paragraph “lay member” means any person other than a member or an employee of the Council.",
