  "text": "(1) The Secretary of State may by regulations make provision for supplementing, or provision incidental to, the provision made by paragraphs 13 to 16.\n(2) Regulations under sub-paragraph (1) may make different provision for different purposes or areas.\n(3) Regulations under sub-paragraph (1) are to be made by statutory instrument.\n(4) A statutory instrument containing regulations under sub-paragraph (1) is subject to annulment in pursuance of a resolution of either House of Parliament.",
