  "text": "(1) Paragraph 2 of Schedule 1 to PPERA (the Electoral Commission: incidental powers) is amended as follows.\n(2) The existing text becomes sub-paragraph (1).\n(3) In sub-paragraph (1)—\n(a) after “may” insert “(subject to sub-paragraph (2))”;\n(b) omit “(except borrow money)”.\n(4) After sub-paragraph (1) insert—\n(2) The Commission may not—\n(a) borrow money;\n(b) institute criminal proceedings in England and Wales or Northern Ireland.",
