  "text": "(1) Paragraph 3 is amended as follows.\n(2) In sub-paragraph (3), after paragraph (a) insert—\n“(aa) if he has an anonymous entry in the register of electors for the election,”.\n(3) After sub-paragraph (3) insert—\n“(3A) Sub-paragraph (3)(aa) does not apply to an application to vote by proxy at a local government election in Scotland.”\n(4) In sub-paragraph (5), after paragraph (a) insert—\n“(aa) in the case of a person who is eligible to vote by proxy by virtue of having an anonymous entry, if he ceases to have an anonymous entry,”.",
