  "text": "(1) Before making a renewables obligation order, the relevant minister must consult—\n(a) the Authority,\n(b) Citizens Advice,\n(ba) Consumer Scotland,\n(c) the electricity suppliers to whom the proposed order would apply,\n(d) such generators of electricity from renewable sources as the relevant minister considers appropriate, and\n(e) such other persons, if any, as the relevant minister considers appropriate.\n(2) A renewables obligation order is not to be made by the Secretary of State unless a draft of the instrument containing it has been laid before and approved by a resolution of each House of Parliament.\n(3) A renewables obligation order is not to be made by the Scottish Ministers unless a draft of the instrument containing it has been laid before and approved by a resolution of the Scottish Parliament.",
