  "heading": "Matters to be considered by the Authority",
  "text": "(1) The matters referred to in article 6(2) are—\n(a) total customer numbers;\n(b) supplier customer numbers;\n(c) in relation to the carbon emissions reduction obligation, the overall carbon emissions reduction target;\n(d) in relation to the insulation obligation, the overall insulation target; and\n(e) in relation to the super priority group obligation, the overall super priority group target.\n(2) For a supplier, except a new supplier—\n(a) total customer numbers are the total number of domestic customers supplied by suppliers on 31st December 2007;\n(b) supplier customer numbers are the number of domestic customers supplied by that supplier on 31st December 2007.\n(3) For a new supplier—\n(a) total customer numbers are the mean of the total number of domestic customers supplied by suppliers on—\n(i) 31st December 2007;\n(ii) 31st December 2008;\n(iii) 31st December 2009;\n(iv) 31st December 2010; and\n(v) where applicable, 31st December 2011;\n(b) supplier customer numbers are the mean of—\n(i) the number of domestic customers supplied by the supplier on 31st December prior to the commencement of the obligation period; and\n(ii) zero for each 31st December prior to that date until and including 31st December 2007.",
