  "heading": "Estimated reduction in carbon emissions",
  "text": "(1) The Authority must estimate the reduction in carbon emissions for the provision of—\n(a) a connection to a district heating scheme; and\n(b) an upgrade of a district heating system.\n(2) To estimate the reduction for a connection to a district heating scheme or an upgrade of a district heating system the Authority must apply to that action the appropriate carbon co-efficient values set out in Schedule 3.\n(3) The Authority must notify a generator or a supplier of the estimate it makes under this article.",
