  "text": "A qualifying action is the provision of—\n(a) cavity wall insulation;\n(b) a connection to a district heating scheme;\n(c) a district heating meter for individual house billing;\n(d) draught-proofing;\n(e) external solid wall insulation;\n(f) flat roof insulation;\n(g) fuel switching;\n(h) glazing;\n(i) heating controls when provided with a new heating system;\n(j) a heat pump;\n(k) a home energy advice package;\n(l) internal solid wall insulation;\n(m) loft insulation;\n(n) microgeneration measures other than a heat pump;\n(o) a replacement boiler;\n(p) under-floor insulation; or\n(q) an upgrade of a district heating system.",
