The Secretary of State for Energy as respects England and Wales, and the Secretary of State for Scotland as respects Scotland, in excercise of the powers conferred by sections 19(2) and (3), 60 and 64(1)^f1 of the Electricity Act 1989^f2, and of all other enabling powers, after consultation with the Director General of Electricity Supply in accordance with subsection (2) of the said section 19, hereby makes the following Regulations:–
