The Secretary of State for the Environment as respects England andthe Secretary of State for Wales as respects Wales, in exercise of thepowers conferred on them by sections 140(4), 143(1) and 146(6) of andparagraph 3(1) and (2) of Schedule 6 to the Local Government Finance Act1988^f1, and of all other powers enabling them in that behalf,hereby make the following Order in terms of a draft laid before, andapproved by resolution of, each House of Parliament:
