For regulation 4(2) (continuity of the supply neutral conductor and earthing connections) there shall be substituted the following paragraph—

“(2)

Except pursuant to an arrangement made under Schedule 3, no supplier shall introduce any fuse or automatic switching device into any supply neutral conductor or any earthing connection of a low voltage system.”
