  "text": "In regulation 29 (notices and determination of differences)—\n(a) for paragraph (1) there shall be substituted the following paragraph—\n“(1) In any case where in pursuance of these Regulations a supplier refuses to commence or to continue a supply to a consumer’s installation or to a part thereof or to connect or reconnect a consumer’s installation with his electric lines—\n(a) the supplier shall as soon as practicable give to the consumer notice in writing of such refusal and the reasons therefor;\n(b) any difference which may arise between the consumer and the supplier with regard to the consumer’s installation, the refusal or the notice shall be determined by a person appointed by the Secretary of State on the application of the consumer or the supplier and such person may make a direction as to whether any or all of the costs of such determination (including any fees or expenses payable to him) shall be borne by the supplier or the consumer.”;\n(b) paragraph (4) shall be deleted.",
