  "text": "(1) A person guilty of an offence under regulation 86, 87 or 89(2) above shall be liable on summary conviction—\n(a) to imprisonment for a term not exceeding three months; or\n(b) to a fine not exceeding level 5 on the standard scale,\nor to both.\n(2) A person guilty of an offence under regulation 85, 88, 89(1) or 90 above shall be liable on summary conviction to a fine not exceeding level 5 on the standard scale.",
