  "text": "(1) Part 1 of Schedule 7 (enforcement and investigatory powers conferred upon enforcing authorities and market surveillance authorities) is to have effect where the enforcing authority is—\n(a) a weights and measures authority;\n(b) OFCOM;\n(c) the Secretary of State; or\n(d) the Department of Enterprise, Trade and Investment.\n(2) In addition to the powers available to an enforcing authority under paragraph (1) the authority may use the powers set out in Part 2 of Schedule 7 (compliance, withdrawal and recall notices).",
