  "text": "When enforcing these Regulations, the enforcing authority must exercise its powers in a manner which is consistent with—\n(a) regulation 56 (evaluation of apparatus presenting a risk);\n(b) regulation 57 (enforcement action in respect of apparatus that is not in conformity and which present a risk);\n(c) regulation 58 (EU safeguard procedure);\n(d) regulation 59 (enforcement action in respect of formal non-compliance);\n(e) regulation 60 (restrictive measures).",
