  "text": "FINANCIAL SERVICES AND MARKETS\nELECTRONIC COMMUNICATIONS\nMade 12th July 2002\nLaid before Parliament 12th July 2002\nComing into force\nin accordance with regulation 1\nThe Treasury, being a government department designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to information society services, in exercise of the powers conferred by that section, and the powers conferred by sections 349(1), 414 and 428(3) of the Financial Services and Markets Act 2000, hereby make the following Regulations:",
