  "text": "Where electronic communications apparatus is to be installed underground in—\n(a) a part of a maintainable highway or, in Scotland, a public road which is paved, or\n(b) a street or, in Scotland, a road which the code operator has been notified by the street authority or the road works authority is to be paved, or\n(c) the verge of any street or, in Scotland, road,\nit shall be installed in conduits unless it is not reasonably practicable to do so.",
