  "text": "(1) The Electronic Communications (Universal Service) Order 2003 is amended as follows.\n(2) In article 2 (interpretation), for the definition of “publicly available telephone service” substitute—\n““publicly available telephone service” means a service made available to the public for originating and receiving directly or indirectly national or national and international calls and access to emergency services through a telephone number or numbers in a national or international telephone numbering plan;”\n(3) In the Schedule, in paragraph 1 (publicly available telephone services), in sub-paragraph (2) omit “and facsimile”.",
