  "text": "(1) This section applies if a Negotiating Body submits an agreement to the appropriate authority in accordance with regulations under section 43 or 44.\n(2) The appropriate authority may make regulations ratifying the agreement—\n(a) in full, or\n(b) to the extent specified in the regulations.",
