  "text": "(1) The Police Authority may make such arrangements as it thinks fit for regulating its proceedings.\n(2) Those arrangements may include—\n(a) arrangements for quorums and the making of decisions by a majority;\n(b) the establishment of committees and the regulation of their proceedings;\n(c) the delegation of functions to committees established by the Police Authority and to its employees.\n(3) The membership of a committee established by the Police Authority may include employees of that Authority and persons who are neither members nor employees of that Authority.",
