  "text": "(1) The Secretary of State may by notice designate a person as the ISOP.\n(2) A notice under subsection (1)—\n(a) must specify the time from which the designation has effect;\n(b) must be published by the Secretary of State as soon as reasonably practicable after the notice is given.\n(3) The Secretary of State must ensure that a person is designated under subsection (1) at all times after a person is first designated (but at any time not more than one person may be designated).\n(4) The Secretary of State may by notice revoke a person’s designation under subsection (1).\n(5) A notice under subsection (4)—\n(a) must specify the time from which the revocation has effect;\n(b) must be published by the Secretary of State as soon as reasonably practicable after the notice is given.",
