  "text": "The functions of the Secretary of State under this Part must be exercised with a view to—\n(a) ensuring that economic activity in the United Kingdom is not adversely affected by disruptions to core fuel sector activities, and\n(b) reducing the risk of emergencies affecting fuel supplies.",
