  "text": "In this Act—\n“the affirmative procedure” and “the negative procedure” are to be construed in accordance with section 331(3) and (4) respectively and “the made affirmative procedure” is to be construed in accordance with section 331(5);\n“the GEMA” means the Gas and Electricity Markets Authority.",
