  "text": "(1) For regulation 3(1), substitute—\n“(1) These Regulations apply to energy-related products.”.\n(2) In regulation 3(2)—\n(a) in sub-paragraph (a), after “products”, insert “unless they are imported from a third country”;\n(b) omit sub-paragraph (c).",
